Making panels for InDesign CS5.5

Configurator 4 is supposed to be able to produce panels for ID CS5.5:

But when I open the Create Panel dialogue box:

I'm only finding PS CS6 (as shown) and InDesign CS6, not 5.5.

I chose ID CS6, created my panel, exported it, and then tried to instal it using Extensions Manager, with this result:

I've no idea what the 'manifest.xml' of the extension is, or how to get further than this. Can anyone help?
